ARC: Athens County is ‘distressed.’ Here’s what that means.

There are two ways to look at Athens County being a “Distressed” county, as rated by the Appalachian Regional Commission.

That status is, plainly, the bad news. Economically speaking, Athens County is struggling — far beyond the national averages, well beyond the state averages and even beyond the Appalachian region as a whole.

What such a designation means, however, is Athens County is eligible for larger grant assistance. In recent years, the Appalachian Regional Commission has funded millions of dollars toward efforts such as transforming the old Hocking Correctional Unit prison into a drug treatment facility and water system upgrades in Jacksonville and Amesville.
